If you fish with a rod, you are an angler and must have an angling license. (excluding children under 18 and over 67).
If you fish with nets, gillnets or similar gear, then you are a recreational fisherman - and must have a recreational fishing license.

If you fish with gear such as nets, gillnets and hooks, you must have a recreational fishing license. The gear fishes passively without you having to be present.
